We have stories and defects that are imported or added directly into VersionOne that we would like to then be able to apply a template to. Specifically the template items we would want to apply would be a pre-defined task breakdown that is in a template. The time savings in data entry during sprint planning would be improved if we had the ability. I would suggest that if tasks already exist for a such a PBI, that the template items simply get added rather than try to determine how to add or modify existing tasks.

To clarify this, I think you are saying that you want to be able to import or create an item, and then tell the system to add to that item the tasks from a selected template. In this case it would force you to reconcile the duplicates or merge existing tasks and descriptions with the template's added tasks, estimates, and descriptions (since your base item might already have some portion of the template's items).
I typically resolve this by invoking the template and dragging in the tasks from the template into the story. (then deleting the template created item). Your suggestion would be a little quicker.

I envisioned that applying a template to an existing story or defect would simply add all the template tasks in, rather than trying to reconcile them against any possible pre-existing tasks, I think that would just be too complicated. The user can clean out after if needed. The use model I had in mind is that in sprint planning, where you have to tasks defined yet, you simply apply the template as the task breakdown commences.

Templates can be applied to copy over all or some of the tasks/tests to story (aka backlog item) using the Story Planner page as of the Summer 2009 Release.
