Sounds great! But I would put priority on the emails for notifications first since they are on active backlog items and ideas are for future items.
It should be possible to "watch" an issue, indicating you wish to receive notifications. This would allow any interested parties to be notified of changes.
+1 Also... Add the ability for notifications up the project hierarchy so I can watch, say, an epic, and be notified when any of its children have changes (specifically discussion items) added.

The importatnt point is the the requestor user might not be a VersionOne user. They should still be notified by e-mail of any changes.
The idea notifications added in Spring 2013 include emails to the original requestor, assuming the requestor also voted for the idea.
