We would like to have ability to create a Master Template in Agility, which can be utilized by all the backlog users to copy and create their own.
Currently Templates are restricted to backlogs and users having access to the backlog can only access the Template. We want a place for Templates in Agility from where it can be accessed and copied by ALL backlog users without need to any additional access.

Thanks for the idea! You are correct planning levels in Agility are access driven and users must have access to view items within the planning level including templates. You could potentially store the templates higher in the planning tree to make them more visible. If access to higher levels is a concern another alternative might be to create a "Templates Only" planning level, almost a library of sorts. Then you could give access to everyone and just keep templates there. Has anyone else solved this a different way?
