Once a blocker is closed the issue should no longer show on the storyboard. It should still be attached to story for history.
Alternatively, it could show a checkmark where the blocker showed to indicate the story could move again. (Have a mix of blocker and checkmark if multiple blockers?)

The Story owners should be notified when the blocker is closed so they are informed the story can move forward again.
