One of the key items to running a kanban board is to have the policies that govern when an item moves between states clearly visible and understood by the team. On our whiteboard, we put cards with the policies at the top of the board at the top of the line that denotes the state transition. This has been incredibly helpful and ensures the team is constantly reminded of the policy.

Having some way to do this on the storyboard view would be very helpful as we start using V1 more for our kanban setup. The place it seems to make the most sense is to enter it on the 'customize' screen where you set the WIP constraints. Allow the user to enter a policy for each state transition and then display it with either a mouse-over tip on the policy or with some small graphical representation on the interface.
