Currently attachments open without a target reference. As a result, they can takeover the existing web browser if there is an associated browser plugin for the attachment's file type. For example, when viewing the attachments for a Story clicking on a PDF attachment will takeover the browser that was showing the Story details. If you are needing access to the attachment and the Story details at the same time, you have to right-click on the PDF attachment link and choose open in new window/tab.
Adding the anchor target reference will not adverse affect attachments without an integrated viewer and make the interface more user friendly.

Rich text editor allows specifying the window target for links. Additionally, as of the Fall 2015 release, the links in Conversations will open in a new tab by default.
