This idea is to control the over usage of sub-releases and ensure that the performance of XL Release is not impacted.
In any scenario, a user not be able to create more than 3 Sub-Releases in a release/template. Ability to throw warning and Error when the user try to create more than 3 sub-releases and ability to enable/disable this feature under Task Access for Admins.
