Generate user permission report is failing due to limitation of the row restrictions in Excel spread sheet. But it would be better if the report would create a new sheet continuing with the data that did not fit rather than erroring out or further more options for filtering would help as well, so we don't generate a report that is too big in the first place, it would be really nice top exclude the has permission column which would drastically reduce the number of rows needed

We've proposed a solution involving a release with a script task. This script will collect all users and their global roles, regardless of whether the user actually has the role assigned. This requires the Audit report/Audit data global permission, which grants read-only access to Release data.
Depending on user interest and observed usage, we may enhance this in the future by allowing the User Permissions report to be exported as a .zip file containing individual .csv files for each tab.
