Edit Release permission is too board currently.
It should be split into multiple permissions such as
* Add Task
* Edit Task
* Remove Task
* Add Phase
* Edit Phase
* Remove Phase
For example, we are using locked gate task as a gatekeeper for releases. But user can restart a phase, then delete the phase, effectively skipping the task. However, if we take away the edit release ability, the user cannot insert and manual or ad-hoc tasks - which significantly restrict the flexibility.
